Muhammad ibn al-Salt informed us, saying: Ibn al-Mubarak narrated to us, from Ibn 'Awn, from Muhammad, who said: Umar said to Ibn Mas'ud: "Have I not been informed—or was I told—that you issue legal verdicts while you are not a leader? Entrust its hardship to the one who has taken charge of its ease."
